Abandoned Paper Mill Landfill in Eau Claire
The former owner of the 103-acre property was a paper mill that went bankrupt, leaving its 33-acre landfill unfinished and out of compliance. The Wisconsin Department of Natural Resources (DNR) filed a claim against the paper mills insurance carrier. However, policy differences between the DNR and the insurance company caused the situation to sit unresolved for years.

Caleb was contacted by the attorney representing the paper mill and described the situation. In 2006, Caleb entered into negotiations with all parties, which resulted in the assumption of environmental liabilities by Caleb, payment by the insurance company, and closure of the landfill. Drake successfully completed the closure and is currently managing the long-term care program.

During this process, Caleb worked with the bankruptcy attorney to acquire the property. Of the original 103 acres, 19 acres have been sold for residential development, the 33-acre landfill will be utilized as green space, and the remaining 51 acres of vacant land will be developed.

The proposed development plan consists of creating an industrial park with 2 to 9 acre lots. Caleb has created a plan to build a 340 unit self storage facility on a 9 acre lot, with the remaining lots to be sold.

Once the property is developed it is expected to increase in value from $200,000 to an estimated $10 million.
